PAYT Meeting Minutes for December 10, 2002

Present:  Terry Miller, Jay Ball,  Don Friswell, Carol Gloff, Chip Laffey, John Moran, Denise Nelken, Kathy Rehl, Peter Slamin, Tom Hopkins 

Called to order at 7:30.  Minutes of October 23, 2002 were approved.

RFP
The Request for Proposal was discussed.  The bids will be in on Wednesday, December 11.   The decision will be made by DPW and the Town Administrator.
Comment on DPW workers – There are many other jobs done by them besides trash pick-up.  Eliminating that portion of the job would not be a huge savings. 

Meeting with Town Administrator
Carol and Terry met with Phil Lemnios, George Russell, John Craig, Ruth Cashman and Bob Palmer to discuss the finances of the PAYT program.   They wanted to know more specifics about the bags, delivery schedules, and payment procedures.

Vendors
Denise has drafted a letter which will be modified by the town.  An application needs to be developed and approved by Town Counsel.  We’ll get a sample from Needham. The process will be: 1) Personal contact by Jay Ball, followed by 2) letter with specific info.
We discussed how Needham does a delivery ticket and follows up with in invoice.  Vendors to approach will be the following: A List: Stop&Shop, Roche Bros, Donnellans, Town Paint, South Natick Pharmacy, Meat and More (S. Natick) and Tilly’s.  B list:  White Hen, Honey Farms, Little Peach, and Jones’ Drug.
Questions remaining: How often will bags be delivered?  How will billing work? 

Bags
Bags  should be in stores by June 1 for a July 1 start.  The company who manufactures them needs a 6 week turn around time (March would be a good target date do get them the info.)
Chip is working with a new company (Phoenix( that has draw string bags and they are cheaper: 12.46 cents 

Compliance
The committee feels strongly that maximum compliance must begin on July 1.  If the intention is to raise money, all residents must participate. Revenue for every bag is important.  One alternative would be to have a truck at the Recycling Center during the first 2 weeks but only allow blue bags to be thrown in.

Brochure
The brochure has been re-done and needs minor modifications and a few more details when we have them.
