PAYT Meeting Minutes for August 13,
2002
Present:
Terry Miller, George Russell, Jay Ball, Don Friswell, Carol Gloff,
Chip Laffey, John Moran, Peter Slamin, Brinley Vickers, Tom Harkins,
Debbie Hellmold
DEP Grant
George met with the Town Administrator,
Phil Lemnios, who will sign the grant when he returns from vacation on
September 2. The grant is due on September 15. The Town Administrator
thinks we're doing a good job.
On the state level, money has been cut
from the CEF (Clean Environment Fund) which is the bottle bill money.
George has already sent a letter to our legislators and the PAYT task force
will send one too. There is confidence that the money will be put
back.
The next job of this subcommittee will
be to help determine how this money will be spent. There will be expenses
to cover in the FY03 budget for FY04 implementation. One example
of expenses is for bag inventory of $30,000 - $40,000.
Public Education and Outreach
John Moran and Brinley will be on the
Pegasus channel tomorrow night for one of their opening shows. The
topic will be recycling. Other things going on are the
information table at the library, info in the papers, more things on Pegasus
and the upcoming panel and Natick Days.
Panel at the Library on Sept 12:
Plans are solidifying. Brinley has speakers lined up; need to do
publicity. Natick Days is Sept 14 from 11 - 4.
Financial
No news. Will start discussing weekly
recycling vs larger bins
Bags
There was some discussion on the wording
and how much to say. At the next meeting we'll see a list of potential
stores, a draft letter for stores and a draft of wording for the bag.
A question was raised about UPC codes. Needham doesn't have them.
Town Meeting
The Town Administrator thinks we should
have a resolution for support. Jay will draft one.
Name and logo
The committee agreed that we need to keep
the name PAYT but we would like a logo for Natick. It
was suggested that all members of the committee try to come up with a suggestion
for the next meeting. Another idea is to put it on the website and
ask for input.
Selectmen's Meeting: We are due to
make another presentation in October. At that time we
should have definite information about the bags and a firmer implementation
plan.
Meeting adjourned at 8:45 pm.
Next meeting Tuesday, August 27, 2002.
