PAYT Meeting Minutes for July 15, 2002 [not official, subject to ammendment and approval]

Present:  Terry Miller, George Russell, Jay Ball,  Don Friswell, John Gastaldo, Carol Gloff, Chip Laffey, John Moran, Denise Nelken, Peter Slamin,  Brinley Vickers, Tom Harkins

Review of  Selectmen’s Meeting:
Presentation went very well but no vote was taken.  George had asked to wait till the new DEP grant specifications were out.  These came out today and there are no major changes.

At the next meeting, July 22, 2002, we will ask for a motion to be made and voted on to approve the following:

  • PAYT program
  • Cost of $1.75/bag for a 30 gallon bag
  • Commitment for minimum of 2 years
  • We also need to reiterate that PAYT is expected to cover the variable costs of solid waste disposal and the fixed costs will be covered substantially by the tax base.
George had a revised Draft Implementation Plan which we reviewed.  Much of it will be covered in sub-committees.

Presentation to Town Meeting was brought up again.  Is it the right time?  What are we presenting?  Jay will speak with Phil Lemnios to get an opinion.  We should have an information table.

PO&E
Brinley has several things going on: articles for the paper and a panel discussion at the library on Sept 12 that will deal with recycling, saving money and “from curb to shelf” (what happens to all this stuff?).

Natick Days
Make sure we have recycling barrels for cans and bottles.  Good to have it on Natick Night Out too.

Solid Waste Policy
Will need to be re-written before PAYT.  Selectmen approve it.

Logo and Name for program
Need people to work on this if we want if. 

Small Businesses
Businesses and apartment dwellers can use the Recycling Center.  At a later time, we may want to try to include them more.
