PAYT Meeting Minutes for April 2, 2002

Meeting brought to order at 7:32pm

All members present except John Gastaldo and John Moran. Guest attendee, Tom Hopkins, Natick Sanitation Engineer

Minutes for March 26, 2002 meeting approved with the correction/addition that Don Friswell was also not in attendance

Comments: please make minutes available at the library & let town clerk know where 

Terry Miller read letter from Town about committee appointments and deadlines.

Group Discussion:

  • Board of Selectman already receiving calls about how people can opt of out the trash fee – future trouble spot
  • Kathy came from a town that has a good system already in place run by the Board of Health. She will get details.
  • Brought to committee attention – Private Waste Management Companies need town permit to haul in Natick – Are there some co. operating without one – we will look into this  - Whose job is it?– might help increase revenue - maybe this will help encourage businesses to recycle more due to higher trash costs.
  • Enforcement issues: some towns have Board of Health help
  • Added a new subcommittee; Private Haulers & Private Businesses
Discussion about changing the committee name. It was decided to leave it as PAYT Task Force Committee

Received suggestions and briefly talked about slogans for the program – will cont. later

Received Lexington Report from George, talked about what they did and what parts of it can help us and how to learn from their mistakes

Sub committee discussions and assignments:

  • DEP Grant: George Russell, Kathy Rehl, Chip Laffey, Brinley Vickers
  • Financial Information: George Russell, Melanie Phillips, Carol Gloff, Don Friswell
  • Public Education & Outreach: Terry Miller, Jay Ball, Peter Slamin, Denise Nelken, Eric Nottonson, John Gastaldo, John Moran, add Brinley Vickers and others later
  • Bags, Stickers, Distribution: Denise Nelken, Peter Slamin, Chip Laffey (let Don know if you need any EPA stuff)
No presentation needs for this upcoming Town Meeting, but good idea to make reports to Board of Selectmen before June

We will look at & use what’s pertinent from EPA guidelines for Finn. Committee; i.e. Capital, Salaries, Fringe Benefits etc. stay on tax base (Chip will provide his info on bag weights)

We will apply for two DEP grants this years and next. We will get one in now because there are still some monies left in Fisc ’02 budget. It will be submitted by April 19th by the DEP Grant subcommittee. What is need is (1) How we plan to implement program & timeline (2) Completed application (3) Financial needs. We will submit for Fisc ‘03 ASAP with a deadline of mid August. DEP Grant subcommittee will work on their own for the next two weeks and keep Terry in the e-mail loop

Denise will check into meeting at the library next time, call Charlie Ching, best room for us is the Community Meeting Room not the Meeting Hall.

Next Group PAYT Task Force Committee meeting will be April 30, 2002 at 7:30p, location TBA
